70% of environmental complaints in Nanjing indicate that noise-contaminated residents need “quiet right”

Up to 70% of environmental complaints are directed at noise pollution - urban development. Can it be "quiet"?

How many residents suffer from noise pollution?

The reporter learned from the hotline 12369 of the Nanjing Municipal Environmental Protection Bureau that daily hotlines have received a maximum of dozens of complaints from more than 200 noise nuisances. Noise complaints account for more than 70% of all environmental complaints and are on the rise. In 2010, it received 16,000 noise complaints and 20,000 in 2011. The Nanjing Municipal Government's hotline, 12345, received 3,554 pieces of noise complaints since New Year's Day, ranking the front line of the people's livelihood issues.

Qingliangmen Suguo supermarket front speakers harassed the public, and the public had repeatedly failed to resolve the matter to the public security department and the government hotline. Although the noise of the enterprise has reached the national standard, the distance is too close and the residents suffer from it. “Our buyers did not understand the situation at the outset, and the planning department should understand how such a plot could cover the community. How did planning and design pass?” Mr. Zhao was confused.

A resident of Madu Village in Qixia District complained that Datang Power Plant had worked all night. The noise was so loud that it was impossible to sleep normally. According to the Nanjing Environmental Protection Bureau, there are noises in some locations of Datang Power Plant exceeding the standard, and it is expected that the rectification will be completed by the end of June this year. The Provincial Environmental Protection Agency will monitor the noise again until it completely solves the problem of noise disturbance.

Zhang Jinhua from Nanjing Environmental Monitoring Detachment said that due to the fixed noise sources and mature noise prevention technologies, plant disturbances are a problem that can be easily solved in noise pollution. In the noise complaints, the construction noise is the rated amount of complaints and the difficulty of management. Of all noise complaints, more than 85% are construction noise complaints.

Li Zongke, chief of the site environmental management section of the Nanjing Municipal Environmental Protection Bureau, introduced that the city had imposed more than 1,000 cases of night-time construction nuisances last year, and these night-time constructions were not approved. It is understood that the traffic control department requires the maintenance of traffic, and some sites can only be constructed at night. After many municipal sites have been reclaimed, they need to stay up all night and finish as soon as possible. "Quiet" gives way to "traffic" and "speed", but it can't be quiet at night.

In order to protect traffic, Nanjing stipulated that the slag trucks can only be driven at night. Ms. Zhou of Yinlong Garden repeatedly complained that a large number of slag trucks passed by, such as aircraft roar. Many netizens started to discuss why the introduction of a provision only considers the single factor of “traffic”. The "Regulations on the Prevention and Control of Environmental Noise Pollution in Nanjing" stipulates that any unit or individual has the obligation to protect the acoustic environment and has the right to report and accuse the units and individuals causing environmental noise pollution.

Xu Yijun, director of the Institute of Sociology at Nanjing Academy of Social Sciences, believes that whether it is the “ignorance” of the noise prevention and control provisions, or the “negligence” of planning and designing the residents to be quiet, or the “traditional” of the “driving schedule” and the “branch of the traffic”. The tycoons are behind the neglect and disregard of residents' "quiet right."

Many interviewed citizens stated that urban construction cannot be without noise and that urban development cannot be “silenced”. However, if city managers have a little more quiet awareness and have more caring about the place, then there may be some noise. It will be less "harsh". A citizen explained that in Shanghai, all public works projects that may nuisance people will use subtitles under local TV news to explain the reasons and introduce various noise reduction measures of the construction party and apologize.

It is worth noting that the pet noise nuisance has risen in recent years. Mr. Li, who lives in Ershixiang, Baixia District, Nanjing, reported that between 11:30pm and 2am, the dogs of the residents downstairs will stay for half an hour. The neighbors are miserable.
