Voters to select fire district
The Kane County Chronicle recently published an article discussing a ballot referendum concerning some residents within the Elburn Fire Protection District. This vote, set to take place on November 4th, asks whether these residents wish to join the Fox River and Countryside Fire/Rescue District.
The upcoming ballot proposal regarding fire services has become somewhat controversial. The Elburn Village Board recently passed a resolution opposing this potential separation, with Fox River Fire Chief Greg Benson stating that some critics are spreading misleading information about his district.
Approximately 3,000 registered voters reside in the proposed disconnection zone, which is roughly outlined by LaFox Road to the east, Anderson Road to the west, Campton Hills Road to the south, and Silver Glen Road to the north. Elburn and Countryside Fire Protection District Chief Kelly Callaghan mentioned that his agency has effectively served this region for both firefighting and emergency medical services (EMS). Recently, they even opened a new station in Lily Lake to enhance their coverage. “Our department has been around for 132 years, far longer than just three,†Callaghan remarked.
Benson argued that the level of service would remain unchanged since a judge confirmed that the territory would receive similar service from the Fox River district. In reality, he claimed, residents might experience quicker response times. Presently, calls from the disconnection area are first handled by Kane Comm and then redirected to Tri-Com before units are dispatched, a process that can take up to four minutes. Calls in the Fox River district are directly received and dispatched by Kane Comm, taking approximately two and a half minutes.
Residents would likely see a reduction in their property taxes if they joined the Fox River district. Benson pointed out that Elburn's tax rate is around 0.79, while Fox River's is about 0.27. For instance, a house located at 40W000 Fox Creek Drive in Campton Hills paid $1,548.28 in taxes to Elburn but would only pay an estimated $524.44 to Fox River—a saving of $1,023.84. On the smaller end, some households might save around $350.
If the separation is approved, Callaghan stated that the Elburn district wouldn't know the precise amount lost in property taxes until the levy is finalized. “We will try our best to avoid layoffs,†he said. “We still need to provide the same services for our remaining 20,000 people in the district.â€
Both fire districts charge EMS fees, which the chiefs noted is standard practice, with varying rates depending on residency status and ambulance type. Benson clarified that his district has not charged fees for fire responses, though it does have a cost recovery ordinance allowing them to impose fees under specific circumstances, such as cases involving arson or other illegal activities. Similarly, a fee could potentially be levied against individuals who repeatedly trigger false fire alarms and refuse to repair their alarm systems.
As this situation unfolds, it remains to be seen how residents will vote and what the long-term implications might be for both fire protection districts involved.
