Titanium dioxide industry upgrade is imperative

At present, high-grade titanium dioxide has become a crucial material for industries such as coatings, plastics, and inks. Both foreign countries and domestic sectors have shown significant interest in China’s titanium dioxide market. While international players are closely monitoring the development of this sector, Chinese industries are also facing a growing demand for high-quality titanium dioxide. However, due to years of uncontrolled investment, the production capacity for low-tech products has surged, while the expansion of advanced production capabilities has not translated into effective market outcomes. As a result, high-end products are still largely imported, highlighting the urgent need for restructuring and modernization in China’s titanium dioxide industry. In recent years, the Chinese titanium dioxide industry has experienced rapid growth, but it has also brought about several challenges. The two main production methods are the sulfuric acid process and the chlorination process. While most companies in China use the sulfuric acid method, which is less advanced and produces lower-quality products, Panzhihua Iron and Steel Group’s Jinzhou Titanium Industry Co., Ltd. stands out by adopting the chlorination method. This technological gap means that a large volume of high-end titanium dioxide must still be imported to meet industrial needs. In 2006, China produced 860,000 tons of titanium dioxide, a 23% increase from the previous year. By 2007, the total output surpassed 1 million tons. Moreover, over 20 new or planned titanium dioxide projects are currently in various stages of development, with 13 existing manufacturers expanding or redeveloping their facilities. Additionally, 14 new projects are underway, with a combined annual capacity exceeding 1.28 million tons. If these projects proceed as planned, China's total titanium dioxide production capacity could surpass all other countries by 2010. Despite this growth, the industry faces serious issues. There are more than 70 titanium dioxide producers in China, mostly small and medium-sized enterprises, leading to low industrial concentration and an uneven geographical distribution. These factors have increased production costs and weakened the international competitiveness of domestic products. Many companies have shifted their focus to the domestic market, but demand there is limited, causing fierce competition and price wars. This oversupply has intensified the challenges of domestic sales. Given these risks, the industry is expected to undergo a major restructuring. Only those companies with strong financial backing, advanced technology, and a solid market presence will survive. On the other hand, firms relying on low-end products and price competition will struggle. Industry experts emphasize the need to address four key contradictions: the mismatch between rapid development and resource shortages, the conflict between environmental regulations and waste management, the imbalance in product structure, and the gap between technological progress and lack of innovation. To tackle these issues, experts recommend that the industry adopt a sustainable development model focused on large-scale operations, resource efficiency, high-quality products, and integrated upstream-downstream strategies. Mergers, acquisitions, and reorganization can help improve overall competitiveness. At the same time, establishing reliable raw material bases and promoting the adoption of chlorination processes will enhance quality and diversification. Improving production technologies, reducing resource use, and lowering pollution emissions are essential for optimizing and upgrading the product structure. Finally, companies must remain market-oriented, focusing on deep product development to move toward diversified and high-end offerings. Only through these measures can China’s titanium dioxide industry overcome its current challenges and achieve long-term sustainable growth.
