On January 17, a reporter learned from the State Administration of Work Safety that China will introduce detailed regulations for the safety assessment of hazardous chemical construction projects for the first time. These rules will be implemented after a one-year trial period starting in 2008, aiming to enhance safety and reduce the risk of accidents involving dangerous chemicals.
According to the official briefing, the administration has recently issued the "Rules for the Safety Assessment of Hazardous Chemical Construction Projects (Trial)." This document outlines the scope of application and procedures for conducting safety assessments on new, renovated, or expanded facilities involved in the production and storage of hazardous chemicals. It also covers chemical production facilities that involve dangerous substances. The process includes preliminary preparation, hazard identification, evaluation unit division, selection of assessment methods, analysis of potential risks, proposing safety measures, consulting with project developers, and finally preparing a comprehensive safety evaluation report.
The new "Detailed Rules" will officially come into effect on January 1st this year, following a one-year trial period. Before the end of the trial, the final version will be released. All previously prepared safety evaluation reports for hazardous chemical projects, which were not submitted for safety licensing before January 1st, must now be revised according to these new guidelines.
These regulations are based on existing industry standards such as the General Guidelines for Safety Evaluation, Pre-evaluation Guidelines, and Acceptance Evaluation Guidelines. However, they represent the first specific set of rules tailored exclusively for hazardous chemical construction projects in China. The goal is to further standardize and refine the safety evaluation process, ensuring more rigorous oversight and safer project development.
Currently, the access system for hazardous chemical projects remains incomplete, with no strict safety criteria for processes, design, or construction. Many projects lack proper safety reviews or guarantees, leading to unauthorized construction, which is a major cause of chemical-related accidents. Safety evaluation serves as a crucial step in the early stages of any project. By identifying and analyzing potential hazards and risks, it helps determine the likelihood and severity of accidents, enabling better decision-making and reducing losses while optimizing safety investments.
