Chemical high-risk projects require safety assessment

On January 17, a reporter learned from the State Administration of Work Safety that China will introduce its first set of detailed regulations for the safety assessment of hazardous chemical construction projects. These rules will be implemented after a trial period in 2008, aiming to enhance safety and reduce the likelihood of chemical-related accidents. This initiative marks a significant step toward strengthening the regulatory framework for the industry. The newly released "Rules for the Safety Assessment of Hazardous Chemical Construction Projects (Trial)" outline the scope and procedures for conducting safety evaluations. All new, renovated, or expanded facilities involved in the production or storage of hazardous chemicals, as well as chemical plants that involve such substances, must undergo a thorough safety evaluation. The process includes preliminary preparations, hazard identification, division of evaluation units, selection of assessment methods, analysis of risk levels, proposing safety measures, exchanging views with project developers, and finally producing a comprehensive safety report. These detailed rules will officially come into effect on January 1 this year, following a one-year trial period. Before the end of the trial, any necessary revisions will be made and published. The administration also instructed that all previously prepared safety evaluation reports, which were not submitted for licensing before January 1, should be revised according to the new guidelines. Previously, the basis for evaluating the safety of hazardous chemical projects relied on general industry standards such as the Safety Evaluation General Guidelines and Safety Pre-evaluation Guidelines. However, this is the first time China has introduced specific rules tailored to the unique risks associated with hazardous chemical construction projects. The goal is to create a more precise and standardized approach to safety assessments. It is reported that the current access system for hazardous chemical projects remains incomplete, with no strict safety criteria in place for processes, design, or construction. Many projects lack proper safety reviews or guarantees, leading to unauthorized construction, which is a major cause of accidents. Safety evaluation serves as a crucial early-stage step, helping to identify potential hazards and assess their severity. By doing so, it enables informed decision-making to minimize risks, reduce losses, and optimize safety investments.
