Zibo City, located in Shandong Province, has long relied on the chemical industry as its core economic pillar. Over recent years, the sector has experienced rapid growth, contributing significantly to the city’s industrial output, with its added value, profits, and tax revenue accounting for nearly one-third of the entire industrial economy. In light of this, the reporter had an exclusive interview with Liu Guihua, Deputy Director of the Chemical Industry Management Office of Zibo City, to discuss the city's efforts in energy conservation and emission reduction within the chemical sector.
Liu Guihua highlighted that Zibo’s chemical industry spans over ten fields, including petrochemicals, organic and inorganic chemicals, fertilizers, and synthetic resins, with more than 4,000 product varieties. The industry ranks second in total economic output among cities in the province and holds the top position in terms of competitive strength. However, the challenge of achieving energy-saving and emission-reduction goals remains significant. Key issues include an irrational industrial structure, a high proportion of energy-intensive and polluting products, widespread use of outdated technologies, and serious problems of redundant construction leading to resource and energy waste.
In response, Liu introduced the main tasks and strategies being implemented by the industry management departments. He emphasized that significant progress has been made in promoting energy efficiency and reducing emissions, with successful examples like Dongyue Group and Dongjia Group serving as models. These enterprises have made substantial achievements in circular economy, resource recycling, and the development of eco-friendly and energy-efficient chemicals.
To further advance energy conservation and emission reduction, Liu outlined four key measures:
First, raising awareness and enhancing the sense of urgency. It is crucial to prevent blind investment and strictly control high-energy, high-pollution enterprises and outdated technologies. Encouraging the development of high-tech, low-resource, and low-pollution products is essential for sustainable growth.
Second, focusing on technological innovation. Advanced and practical energy-saving technologies should be promoted in line with the new industrialization strategy. For all new or proposed projects, energy efficiency and environmental impact must be key criteria during inspection and approval. Enterprises are encouraged to develop energy plans and set clear reduction targets.
Third, improving management systems. A robust energy conservation and emission reduction framework should be established, featuring clear goals, responsible implementation, and effective rewards and penalties. Internal enterprise statistics systems need to be improved to ensure accurate and timely tracking of energy consumption levels.
Fourth, strengthening access standards. Projects involving high energy consumption, pollution, and emissions will face strict scrutiny. Only those that meet energy-saving and environmental protection requirements will be approved. New projects must undergo evaluation by qualified energy assessment and environmental impact assessment units before final approval. All new chemical companies or projects are generally required to be located within industrial parks to ensure rational planning and distribution.
Through these comprehensive measures, Zibo aims to transform its chemical industry into a more sustainable, efficient, and environmentally friendly sector.
