Liu explained that Zibo's chemical industry spans over ten sectors, including petrochemicals, organic and inorganic chemicals, fertilizers, and synthetic resins, with more than 4,000 product varieties available on the market. The industry ranks second in terms of total economic output among cities in Shandong and holds the top position in competitive strength within the province. However, despite this success, the challenges related to energy conservation and emissions reduction remain significant. He pointed out that the current problems include an irrational industrial structure, a high proportion of energy-intensive and high-emission products, and widespread use of outdated technologies in many enterprises. Additionally, there is serious duplication in low-level construction, leading to severe waste of resources and energy. These issues pose a major obstacle to achieving sustainable development in the sector. In response, the management office has been actively working on promoting energy-saving and emission-reduction initiatives. Liu highlighted the achievements of several leading enterprises, such as Dongyue Group and Dongjia Group, which have set examples in building a circular economy and improving resource utilization through green chemical production and ecological manufacturing. To address these challenges, Liu outlined four key strategies. First, raising awareness and strengthening the sense of urgency for energy conservation and emissions reduction. This includes preventing blind investments and strictly controlling high-energy-consuming and polluting enterprises while encouraging the development of high-tech, low-pollution, and resource-efficient products. Second, promoting technological advancement by adopting and advancing energy-saving and emission-reduction technologies aligned with new industrialization standards. New projects must meet strict energy-saving and environmental criteria during approval and inspection processes, with continuous supervision of high-pollution projects. Third, improving management systems for energy conservation and emissions control. This involves setting clear goals, assigning responsibilities, establishing reward and punishment mechanisms, and ensuring accurate internal data tracking to reflect energy consumption levels effectively. Fourth, enhancing the entry requirements for chemical companies to prevent unnecessary investment. Projects that are energy-intensive, polluting, or outdated will not be approved, and all new projects must undergo rigorous evaluations from qualified institutions before receiving approval. Moreover, new chemical companies or projects are generally required to be located within industrial parks to ensure rational planning and environmental protection. Through these measures, Zibo aims to balance industrial growth with sustainability, ensuring that its chemical industry continues to thrive in a responsible and environmentally friendly manner.
