·Can't sell the National III diesel car in January 2015?

The smog weather of the previous period has made motor vehicle exhaust emissions become the focus of public opinion. Beijing is even preparing to normalize the single and double numbers. According to the regulations of the Ministry of Industry and Information Technology, starting from January 1 next year, China will implement the National IV emission standard for diesel vehicles. In other words, starting from New Year's Day next year, the National III standard (engine) diesel vehicles will not be sold and registered. Then, what is the overall situation of motor vehicle exhaust emissions in China? Which type of car is the “hardest hit” for exhaust emissions? What measures does Zhejiang have in dealing with motor vehicles with serious pollutant emissions?
Heavy-duty diesel vehicles have become a major emitter of exhaust gas In recent years, China has improved significantly through exhaustion of vehicle emissions and vehicle exhaust control, but diesel exhaust emissions are still serious.
According to the "2013 China Motor Vehicle Pollution Prevention and Control Annual Report" issued by the Ministry of Environmental Protection at the beginning of this year, the number of motor vehicles in China increased by 7.8% in 2012 to reach 22,388,000, of which only 10.1% of the vehicles reached the national IV and above. The national III standard car accounted for 51.5%, the national II standard car accounted for 15.7%, and the national I standard car accounted for 14.9%. The remaining 7.8% of the cars still do not meet the national I standard. Classified by environmental label. “Green Label Vehicle” accounted for 86.6%, and the high-emission “Yellow Label Vehicle” still accounted for 13.4%.
According to the classification of vehicles, the nitrogen oxides and particulate matter emitted by trucks nationwide are significantly higher than that of passenger cars. Among them, heavy-duty trucks are the main contributors, and currently trucks are basically diesel vehicles. According to the fuel classification, the nitrogen oxides emitted by diesel vehicles accounting for 16.1% of the motor vehicles are close to 70% of the total vehicle emissions, and the particulate matter exceeds 90%. According to the emission standards, the national I pre-standard car, which accounts for 7.8% of the car ownership, accounts for more than 35% of the total emissions of the four major pollutants; according to the environmental protection mark, it only accounts for 13.4% of the car's possession. The standard vehicle emitted 58.2% of nitrogen oxides, 81.9% of particulate matter, 52.5% of carbon monoxide and 56.8% of hydrocarbons.
In 2012, the number of heavy-duty trucks in China was 4.725 million, accounting for 2.11% of total vehicle ownership, but the proportion of nitrogen oxides and particulate matter emitted was 49.3% and 60.7%, respectively. In other words, heavy-duty trucks (diesel vehicles) are the “culprits” of motor vehicle emissions of nitrogen oxides and particulate matter. According to statistics, in 2013, the sales volume of heavy-duty diesel vehicles in China was 770,000, and the number is still increasing.
According to the national “Twelfth Five-Year Plan”, nitrogen oxides are listed as binding indicators, requiring 10% reduction in emissions during the “Twelfth Five-Year Plan” period. In order to control the exhaust emissions of diesel vehicles, the Ministry of Industry and Information Technology issued an announcement in the first half of this year to clarify that diesel vehicle products applicable to the National III emission standards will be abolished by the end of this year. In other words, starting from New Year's Day next year, the National III standard diesel car will not be sold.
Qianjiang Evening News reporter learned from Sinopec Zhejiang Branch that in addition to the Hangzhou-Jiaxing-Huzhou region, which has taken the lead in supplying China's IV standard vehicle diesel, next year's New Year's Day, all other gas stations in the province will also supply national IV standard vehicle diesel. However, the use of national IV standard vehicle diesel, not only requires the engine to reach the national IV standard diesel vehicle, but also need to add diesel exhaust gas treatment liquid to ensure that emissions meet the standard.
It is understood that the developed countries in Europe and the United States mainly use SCR technology (an oxidation catalytic technology) to solve the problem of exhaust emissions from heavy-duty diesel vehicles. In China, all of the country's IV standard diesel vehicles are also equipped with SCR systems. According to reports, after using the exhaust gas treatment liquid, it can reduce 90% of nitrogen oxides and 80% of particulate matter in diesel exhaust.
How high is the cost of using the exhaust gas treatment solution? Qianjiang Evening News reporter learned from Sinopec Zhejiang Branch that the current retail price of a 10 kg exhaust gas treatment liquid is 55 yuan, which can be added to 2000 liters of diesel oil according to the proportion of 5%. In other words, the cost per liter of diesel has increased by less than 3 cents. However, after adopting the diesel engine of the national IV standard, not only the exhaust emission will be greatly reduced, but also the fuel consumption of the diesel vehicle will be reduced by 6%.
Industry insiders reminded that if the diesel engine of the SCR system is installed, no exhaust gas treatment liquid is added, not only the emission is not up to standard, but also the vehicle's power and driving speed will be affected, and the system will automatically alarm.
